Can we assume that you mean prices specifically in USA? If so, then no. No President is ever in a position to take all the credit nor all the blame. There are too many economic factors creating inflation and many of them are tied directly to the global economy -- not just the economy of USA.

We can all take some blame. Congress and the administration for not having a good energy policy starting with the oil embargo in 73. The stinking greedy brokers that wrote out all those worthless sub-prime loans and then sold them to the big financial companies. The green freaks that demonized nuclear power so we generate power with just dirty, polluting coal and natural gas. And us for being so complacent and not voicing our feelings to our reps..
