No they are not. However, when the peels, when they start becoming green, do contain some toxins. So do not eat green tinged peels. I don't recall what the toxin is off the top of my head.

No, unless they are green. The green parts of a potato contain solanine, a nerve toxin...and should not be eaten. Potatoes are a member of the Solanaceae [The Deadly Nightshade Family].
