One, it's genetic, two it's useful for absorbing sweat when they are doing ('masculine') physical work but also it's usually present in a high-testosterone type and is meant to attract females - as in 'look! I'm an alpha male' (followed by chest-beating)- just joking! But all those factors are part of it so I guess on some level females respond when unconsciously - or consciously - seeking a strong mate, potential father for their children. Now that we don't need the physically strong male so much women often prefer hairless, almost feminine types of men.
