It is hard to say without more information. There is a toe which is often considered non-functional with some dogs. One thing to be alert to is any toxic substance which your pet may walk on. For example, synthetic fetilizers or weed killers, etc. [Weed and Feed lawn products put off toxic gasses for weeks. The chemicals in the herbicide are extremely toxic. Dogs are twice as likely to die of cancer when exposed to some of these.] If carpet or floors have been treated with toxic chemicals, this could be a problem also. I have heard of pets developing ailments as a result, and leading towards being put to sleep because the symptoms were so bad.

I believe they do it if you don't properly take care of their claws. You should have them clipped every once in awhile by a professional groomer or by buying a pair of clippers. Don't do it yourself unless you know at what lengths the sensitive parts appear! Dogs, like cats, have special grooming techniques they can do on their own and chewing their claws is one of them. They can maintain their own claws if they get too long. It is not hazardous or harmful to their health. Let a dog be a dog!
