  • You're mixing apples and oranges. Is the material a good "conductor"? Does it take your tickets on the train. A "conductor" does that as well. To be a good electrical conductor, the material has to have free electrons available to conduct the electricity. If not, then it is an insulator.

  • It is an electrical insulator because the electrons are tightly bound in an "ideal" lattice to the carbon atoms. Each atom, by sharing with the four adjacent atoms, achieves a "perfect shell", and the electrons are tightly bound. The very rigid lattice which results, which is what makes diamond so hard, means that it transfers vibrations, i.e. thermal energy, very efficiently: if one atom is pushed, it passes that push on very quickly to all its neighbours.
