You can't spot reduce. Cardio is the only thing that will make you lose belly fat, but you'll also lose weight all over.

Any time you eat less or exercise more, so that you're burning more calories than you take in, it'll reduce the fat all over your body. Exercises target specific muscles, but it has no effect on specific areas of fat; it'll reduce all over. That said... I'm no expert, but various types of situps build up those muscles. Hands on the chest instead of behind the neck is much better. Go halfway to the knees, and then some situps touching each elbow to the opposite knee. Another good type is to lie on the floor with your legs above your head, then extend your legs and shoot your fee straight up towards the ceiling.

Cardio and aerobic exercise is all that will do that. Crunches will build muscle there, but won't get rid of the fat.
