No, you can the Heroic map pack for free, but the legendary is still gonna cost you.

Eventually the legendary pack will be free but that will not be for several months. So for right now you cannot get it for free.

Unfortunatly, no. There are no plans to ever make the legendary map pack free, as was done with the heroic map pack.
