Is a person essentially born with a great voice for singing and then requires a little tuition/help/fine tuning to get it right for performance, or is a great voice something that can be learned by anyone?

Okay. So. Nobody is born an opera star, and nobody is born with a voice like Celine Dion. Some people just have the drive to develop the voice that they have, and practice, and work on it on their own. And some people are like "meh" and don't think about singing. Also, don't get confused - somebody might have a great voice but also be tone deaf (which just means they can't control it). When you learn control, diction and technique, any voice can sound great. Look at Richard Geere. He had never sung a day in his life before 'CHICAGO' but the vocal tutor brought about a pretty good voice. So I think a voice is something you can develop, not something you're necessarily born with.
