How can a judge make the non-custodial parent who makes 25k a yr. pay child support to the custodial parent who makes 90k a yr. Has this ever happened to anyone?

No it hasn't happened! I can't believe it does happen! Sounds wrong, very wrong!

Even if you do not make a lot of money, you still have a duty to support your child. The fact that the other parent makes more money than you never absolves you of your responsibility to support your child.

Within the limits of the law, judges can do as they please. You must have really pissed this one off.

first question: This can happen when the rest of the circumstances are fully explained and understood by the court. second question: I know of no one this has ever happened to. If it did, their lawyer should be fired.

I did about the same thing. I make 60K, the Ex iherited an estate worth 4.5 million and she wouldn't let me off the hook, either. I paid 20% of net and struggled for years. Illinois really sucks.
