Martial law is where the executive of a state or country takes direct control of law enforcement in an area and uses military troops to maintain order in that area. In the case of the United States, this would mean either the Governor sending in the National Guard or the President sending in regular military or nationalized National Guard troops to maintain order in an area that was experiencing problems that are beyond the ability of regular law enforcement to handle. Just how it is enacted in this country and when I am not sure about.
