You need to find a publisher. Someone that will give you an advance to publish your poetry. When you e-pub that is when you spend money. Start researching for publishers of poetry. And then go from there. They will have requirements for submissions. Use e-pub or self-pub as a last resort.

Well, you can always publish it online for free. Or if you want the hard copy style, there are surely people who are willing to sponsor the publishing.

You could use a site like hubpages to publish your poetry. It's free site that has a large community and uses adsense, amazon and ebay to generate user revenue.
