You could use a site like hubpages to publish your poetry. It's free site that has a large community and uses adsense, amazon and ebay to generate user revenue. It's a little hard for me to explain, so I would recommend taking the Hupages tour if you're interested.

Well, you can always publish it online for free. Or if you want the hard copy style, there are surely people who are willing to sponsor the publishing.
Cafepress will publish your book on demand. The books will only cost the wholesale price when you buy a copy and you can decide the price and profit margin when the public gets them from cafepress.com...no money up front...!!
You will need to create an account, set up an online 'store' aand have your book in PDF format. Cafe press will show you a preview that you can edit before you finalise it...

You need to find a publisher. Someone that will give you an advance to publish your poetry. When you e-pub that is when you spend money.
Start researching for publishers of poetry. And then go from there. They will have requirements for submissions. Use e-pub or self-pub as a last resort.
