Why does it take weeks to port a landline number when cell companies port in a day?

Cells are done remote control nobody has to get off there butt. While a person has to physically come to your place plug in and in some cases run the wiring in order to get you connected this takes time to do and time to drive. the hours are limited so they cant overbook appointment because if a job runs long and they miss and appointment the costumer will be more upset than if they were told initially that they can't do it till the next day. they cant just transfer the task to someone in India to do it after 6 o'clock.
