It really depends on how well the paper is put on, in regards of if it can be painted over. If the paper isn't attached to the wall correctly, you can get bubbles that rise once you've painted over the paper.. I Have painted over a paper, because I really liked the texture of the paper. It came out well. One word of advice, you should get a good primer, and prime the paper before you attempt to paint over it. As far as removing wallpaper, you can peel the paper from the backing. Or, you can buy a gadget from your local hardware store that will perforate the paper to allow a remover to penetrate to the backing. Once that's done, you can use a packaged wall-paper remover to soften the glued backing, and then scrape the paper off your walls. I've also used hot water with a drop of dishwashing detergent. Just spray the paper down and let it sit. I wear a fabric mask when I'm spraying this. I've also heard of people using Downey as a paper remover. I have a friend who swears by it, but she also says she's never used another fabric softener that worked. So, I guess Downey has a "magical" ingredient
