By 1991 the soviet union was no more and so was the Soviet Premiere Gorbachev and in with the new Boris Yeltsin.The cold war began shortly after world war two. With Churchill chilling words of the decention of an Iron Curtain arcross Eastern block countries that was to last 44 years. And a new arms race was to begin, after the 1991 war with Iraq, and the attack on the trade centers that sent a whole world spinning up side down. Now all these observations that have been made can only account for some arms race, and that race being barrells of oil for arms to the country that is to broke to buy oil for their war machines.
