Richter is the proper spelling. Indeed, measures earthquakes. The Richter Scale is used to measure the intensity of an earthquake at the epicenter. The scale has an exponential increase, meaning that 2.0 is close to twice the strength of a 1.0; but 4.0 is a lot stronger than twice the strength of 2.0. The scale is such that a 10.0 is the theoretical max. A 10.0 on the Richter Scale would be a tectonic disaster the likes of which Hollywood has yet been able to imagine completely.
