Apparently, it can. However, it is still very difficult. Low frequency radar tends to pick up a lot more false readings. So, it can be very difficult to pick out the plane from the background noise.

It roughly has the signature of a duck using many types of radar. So if you get a hit with radar, you really have no idea what it is.

another trick is to get a good general pattern for the back ground noise then look for the quiet spot. The stealth planes create a dead zone and have been tracked that way.

Not all of the time. And even if it does, the radar reflections are difficult to ascertain as being consistent.
