Can I be put in the PB by request/need, or is being "bad" the only way to get there?

Good question. I should know this. You could always send a request with an explanation for why you want to be PB'ed and for how long to a CL to pass on to the staff or make the request via the Feedback link. Why would you want to be PB'ed? Just curious.
