Test it! With Engine Off. disconnect the vacuum line from it & hook up another one to a hand pump. Draw a vacuum checking for "Stem Movement" & see that it holds & Releases proper.

Without getting under the hood, you will notice your exhaust is darker, the car runs a little rough, and your fuel economy sinks big time. These are all signs, but not exclusively of a faulty EGR valve.
