Yes. as long as the water has temperature, it will be moving (even when frozen, it will be vibrating!). The only time it will not be moving, will be if the water is at absolute zero (I think -273.15 degrees Centigrade). If you mean convection, this does not occur as (1 cycle) just going round the outside but you may get several cycles created within the water and so the centre may not be still.
