I think it depends on the reason and what name you're talking about changing it to, but I believe it's legal in EVERY state of the US.

If you are over a certain age or have approval from a parent or guardian and then fill out to papers and give your reasons, it's possible to change your name. You will have to go to court and appear but it's not too much of a big deal.

I'll California I think you go to the coast. Say your old name into a hankey, tie a rock in it and throw it into the Ocean. Say "I renounce you (old name), henceforth I am (new name)" I'm pretty sure that's all there is to it.
