    Pfffff.... it's better to ask which countries do not... A complete list of countries with bilateral extradition treaties with the USA including dates can be found at http://www4.law.cornell.edu/uscode/18/3181.notes.html .

    Countries which do not have extradition treaties but do maintain
    diplomatic relations with the US are Afghanistan, Algeria, Armenia,
    Bahrain, Bangladesh, Bophuthatswana, Brunei, Burkina Faso, Burundi,
    Cameroon, Cape Verde, Central African Republic, Chad, China (People's
    Republic of China), Ciskei, The Comors, Cote d' Ivoire, Djibouti,
    Equatorial Guinea, Ethiopia, Gabon, Guinea, Guinea-Bissau, Indonesia,
    Jordan, Korea (South), Kuwait, Laos, Lebanon, Madagascar, Mali,
    Marshall Islands, Mauritania, Micronesia, Maldova, Mongolia,
    Mozambique, Myanmar, Namibia, Nepal, Niger, Oman, Principe and San Tome, Qatar, Russian Federation, Rwanda, Saudi
    Arabia, Senegal, Sudan, Syria, Togo, Tunisia, Uganda, Western Samoa,
    Yemen, Zaire, and Zimbabwe.

    Countries which have neither diplomatic relations nor extradition
    treaties with the US are Andorra, Angola, Bantu Homelands, Bhutan,
    Bosnia, Cambodia, Ciskei, Cuba, Iran, Korea (North), Libya, Maldives,
    Serbia, Somalia, Taiwan, Transkei, Vanuatu, and Vietnam."

    Let me just add, I think I know where you are going with this. Believe me, it depends on how bad the government wants you. It takes very little leaning actually, by the US Govt. to coerce a country to put you on a place with Feds and send you right back to the land of opportunity. Perhaps the only country which "may" not, is Cub - however after the US Govt. makes it known they want you back, you will be paying through the nose to the Cuban Govt. for assylum, which will break your bank in very little time. The time to consider jumping the pond to countries like Switserland, should have been entertained about 40-45 years ago. No where to run in in the internet age. The world just seized up.

    Extradition treaties with the USA tend to be one way streets where movement in the direction of the USA is easier than the opposite direction.
