if they over tensioned the new belt it could have put overt strain on your water pump bearing, and for the belt to have frayed so fast one of the pulleys is out of alignment

It could be that the water pump might have been the problem in the first place and the Alt. was changed out for nothing. Sort of a misdiagnosis. That of course isn't a gaurantee.

If the belt is fraying that is a sign of getting too hot. Make sure that no other accessory, like the water pump, is hard to turn, and that all of the pulleys line up straight with each other. Also if it has an auto tensioner make sure it is working properly.
