Banks still like to be thought of as customer friendly. It's a nice service to provide a time and temp sign. As I was typing that, the most likely real reason came to me. It's great advertisment. You're likely to remember the bank logo that is on that sign, and just like a picture is worth a thousand words.... a bank sign that's remembered could be worth a thousand new customers (or more)

what i think it hilarious is when the clock is analog and stops working and is only correct two times a day. if a bank is displaying the temperature, they want to give you something to bitch about on a really hot and cold day to distract you from the lousy service and long lines at the bank.
