Possibly, but why would you want to carry your birth certificate around all the time? You can just go to the DMV to get an official state ID (not necessarily a driver's license, unless that's what you want), it will probably save you a lot of trouble :)

Not likely. Most retailers have strict requirements on what they consider "acceptable forms of I.D." these are usually posted in the store, and they will not waver from these policies. These standards are often set by the state, and cannot be deviated from at the discretion of the store.

I work in a grocery store that cashes checks and sells cigarettes. We required a government issued ID, and it cannot be paper (such as a driver's permit or birth certicifate). I don't know if it is a state law. It may just be the policy of the company.
