The engine size is too small to qualify as a motor vehicle under the regulations so it is considered in the same catagory as a laawn tractor or riding mower.

For a mini chopper to be street legal it has to have a head light, break light, horn and rear view mirrors. It has to be able to keep up with traffic(40-60mph). If it is over 125cc then its clasified as a motorcycle and you need a motorcycle license to drive it on the street, if its less you can drive it with a class D license. It still has to be registered and insured like a car would be.
