The Islets of Langerhans in the pancreas is where insulin is produced so it is possible that any condition affecting the pancreas can lead to reduced insulin output. Technically pancreatic damage leads to type 1 diabetes - a lack of insulin. Type 2 diabetes is more about the body being resistant to insulin. The pancreas can still be producing lots of insulin but the body is very inefficient at using it and huge amounts of insulin are needed. Pancreatitis can be a factor for type 2s though, many type 2's struggle with high triglycerides and this can lead to pancreatitis!

Probably not. Only if a huge amount of the pancreas is destroyed does one become diabetic. With multiple bouts of pancreatitis, it's certainly possible.
