That's the $64 million dollar question, of course. Thousands of web site operators are dying to know that, because they hope it will help them promote their site to #1 in the listings. Google is pretty closed-mouthed about it. A few things are known, such as it matters how many sites link to the target site, and the popularity / scale of the sites providing the links. But the true Google magic formula is a closely guarded secret.

Some sites pay google to be listed first when specific key words are used, other than those site (marked at the top of the screen in pink or to the side of the screen) they are ranked by relevance to your search using googles own patented search engine. The specifics of that search engine are way beyond the scope of this site and probably beyond the general understanding of just about everyone that uses this great site.
