sometimes it can... it depends what type though. I personally have the cleave gag used on me by my bro afrte my mouth has been filled with a pair of socks

i believe it depends on what type of gag, for ex. my bro always gags me with the cleave gag which, when combined with a pair of socks in the mouth makes a great gag to keep me totally silent

ive had a ball gag before. you absolutely can't talk, you can moan and make noises so it wouldn't be totally silent but would greatly muffle your sounds.
