You can encode and decode .RAR files with a program like WinRAR or just decode with the open source, multi-format program 7-Zip.

It is a compressed(packed) file. It is used to compress the file size of, for example a program or a computer game, so that it takes less space on any given drive or storage media. You have to unpack(decompress) the file before u can use it again.
