It sounds like your fish has problems with his swim bladder, or less likely given the length of time he's been inverted, trapped air in his gut. One idea you might like to try is, soaking any dry food for about one hour before feeding, this reduces the likelihood of trapped air within the feed. Just get a pot, fill it with feed, pour some of the pond/tank water on top, enough to cover the feed, allow to marinade for an hour, and serve! Alternatively, try locating some 'wet' food, such as bloodworm, which comes in sealed foil sachets, or blanch some vegetables to soften them up for him. If it is a swim bladder problem, then as far as I know it's permanent, it may have arisen from an infection, internal growth, or simply a genetic defect caused by the centuries of selective breeding that have produced so many varieties of goldfish!
