Look under the cushions of the rear (coach) seats. Most modern RV's do have seatbelts in the rear because a seatbelt has to be provided for each possible passenger, determined by sleeping capacity. You can always have seatbelts installed, just make sure they're anchored properly.

if the vehicle does not have them as original equipment, it is grandfathered in. Depends on the age of the vehicle.

Yes, the children's car seats must be belted in place. Personally, I would build a steel frame into which the car seats could be attached. If you have a sufficiently wide cab, I would be tempted to construct it between the driver's and passenger's seats at a height that would allow the children a view of the road ahead (once old enough to face forward).
