I don't know that there is any limit requirement for a galaxy to have stars that are at least a certain age. I suspect that if we really got into it, that all galaxies would have stars that date back to the earliest point in the history of the universe at which stars could form. Some galaxies are made up entirely of old stars. Others, like our own Milky Way, are still creating them.

Like Glenn said, Im not sure if there is a "requirement" for star age, regarding galaxies. I do not believe there is one.
