Typically refers to someone who drives a taxi for a living. However, I have also seen livery driver defined as an individual who drives to deliver goods. For example, a pizza delivery person. Livery is defined as the act of delivering legal possession of property.

The term "livery" refers to the uniforms (and things such as coats of arms) of various trades and companies. "Delivery" literally meant to pass goods or items from the possession of the trade to a customer. A livery driver is someone who carries out such duties. It's commonly now associated with olders trades, such as breweries, butchers, bakers etc.
