The eyes must be kept moist all the time that's why you never stop blinking, to apply a new coat of tears. When your eyes are hurting, it triggers a flood of tears in an attempt to wash away any foreign particle that may have caused the pain. I'm not sure why your tears flow when crying, maybe the eyes hurt when you cry.
