This is a very good question and many thick books have been written on the subject. I surely don't have many answers, but can maybe help you ask the right questions. Biological: Everything from prenatal (before birth) conditions such as mother's diet and drug use to birth defects such as vision and hearing problems greatly affed language acquisition. Environmental problems such as poverty and trauma really can stunt learning. I fear that people aren't answering your question because it's just so big and takes a lot to answer.
