  • There are 'many' signs of abuse - from the obvious injury to signs of hunger. Allowing an animal to go around diseased untreated is neglect. That is a form of abuse. How many birds in 1 cage? What's the size of the cage? Animal control is the proper authority it is usually a county office - akin to the police, if not directly connected with police/sheriff. Reporting "abuse" is common enough to where they will ask your questions. If you are uncertain before filing a report, you may call and ask what signs to look for in a case of abuse/neglect. They will fully understand if you are uncertain but concerned and will ask you many questions before actually filing a report. Usually with in a short while (a few days in most instances - a few hours in some) they will send out a person to look in on the animal and ask the owner questions. This is usually a 'surprise' visit - meaning the owner is not informed that someone is coming out.
