Actually, a whole book was written about it in the 1960's called The Peter Principle. Basically each employee in a workplace rises to his/her level of incompetence, and the most incompetent end up rising to the top.
You need to know that in this world, there are many others that don't have much knowledge and higher authority. Consider the politicains; not all of them are dumb or smart, but there are some where knowledge lacks within them.
nope... it is a common situation - especially when an organisation is run by administrators who have little or no knowledge of the actual processes required to make the organisation successful - think about schools, hospitals etc...
Like Greeks say, corcks float... Idiots have the most authority.
