You need to either change some of the water, clean the tank, or find a way to form a current or airflow in the tank(such as an aerator or a filter) because he's most likely up there for oxygen.

Nope, it can indicate a swim-bladder problem which is more than likely caused by poor water quality (chances are the tank is too small). It could be down to constipation so it's worth treating for that first- feed him a shelled de-frosted pea. All the above - mine did it too You need and oxygen pump in your tank, if you have one then you need to get some swim bladder treatment which you put in the water If he is a fan tail (big silky tail) then you probably shouldnt be feeding him flake food, id get some food in pellet form. Apparantly flake food which they gulp from the top encourages them to swallow air which gets trapped and throws off their ability to swim etc Live food (or frozen) once a week is usually enough to counter act this
