When shot at with the weapons they were designed to defeat, under the conditions they were designed for. A level 2 vest is great for stopping pistol-caliber rounds in close-quarters urban combat, whereas it will have a smoking,bloody hole on front and back if you are hit from a distance with a rifle-caliber weapon.

If they are bulletproof then yes. All of them, however, are not bulletproof but bullet -resistant-. ***** This aside, it depends on what the vest is made of and what is being fired at it. For example, as far as I know there is no personal body protection available that will stop a .50 cal round, or even slow it down enough to not kill you... ***** In short, no.
