Title 21 of the Oklahoma Statutes covers firearms. The nearest relevant sections I could find are cited below. The first covers danger to people. The second cover damage to buildings. I could not find an overarching law governing use of a firearm outside of a city's limits or extra-territorial jurisdiction. This does not mean that there are not laws that may regulate firearm discharges outside of cities. I think that counties are free to craft whatever law they want to in the absence of state guidance. For what it's worth, in Texas, you generally can't shoot firearms outside of city limits unless it is on property that is 10 acres or more. An established outdoor range with the required safety barriers *may* be exempt from that law. Look it up yourself. §21-1364. Discharging firearm. DISCHARGING FIREARM Every person who willfully discharges any pistol, rifle, shotgun, airgun or other weapon, or throws any other missile in any public place, or in any place where there is any person to be endangered thereby, although no injury to any person shall ensue, is guilty of a misdemeanor. Any person convicted of a violation of the provisions of this section after having been issued a concealed handgun license pursuant to the provisions of the Oklahoma Self-Defense Act, Sections 1 through 25 of this act, shall have the license suspended for a period of six (6) months and shall be subject to an administrative fine of Fifty Dollars ($50.00), upon a hearing and determination by the Oklahoma State Bureau of Investigation that the person is in violation of the provisions of this section. R.L. 1910, § 2577. Amended by Laws 1995, c. 272, § 58, eff. Sept. 1, 1995. §21-1289.17A. Felony discharging firearms. FELONY DISCHARGING FIREARMS It shall be unlawful for any person to willfully or intentionally discharge any firearm or other deadly weapon at or into any dwelling, or at or into any building used for public or business purposes. Any violation of the provisions of this section shall be a felony punishable by imprisonment in the custody of the Department of Corrections for a term not less than two (2) years nor more than twenty (20) years. The provisions of this section shall not apply to any law enforcement officer in the performance of any lawful duty. Added by Laws 1997, c. 324, § 2, eff. July 1, 1997. Amended by Laws 1999, 1st Ex.Sess., c. 5, § 224, eff. July 1, 1999.
