By "governments" I presume you mean constitutions, regimes, and juntas, not what the English speaking world outside of the US would mean . (The change in control of Parliament from one party to another after a general election: e.g., Tory rule of England under Thatcher and Major was one government, Labor control under Blair and Brown is another government, but all are under the same system and constitution.) As "Central America" encompasses only southernmost contiental North America (Panama, Nicaragua, Honduras, Belize, El Salvador, Costa Rica, and Guatemala) I believe the record goes to Guatemala. If you include the Caribean, I believe Haiti tops it.
