Hm. Now if the dog was barking at 2 am you could "do something" about it. Because in most suburban and urban places there are noise curfews. However 8 am is when most of the world is about their business, either on the way or already at work/school. The dog most likely starts barking at 8Am because the family is at work/school and the dog is left alone. You can try the pound - however a barking dog is really nothing they an do anything about. If the dog is neglected or abused, then they can so something. You didn't say why you keep such strange hours - is it possible for you to change your hours? If not then might I suggest finding ways to sound proof the room you sleep in.

I think a dog can bark at 8am with impunity. Like Athrael said, the family has probably left it for the day, and cities generally don't do anything about barking dogs during the day. Have you tried the soft earplugs, or a noise machine?? I find a noise machine to be quite soothing, and it blocks out most outside noise, including dogs.

Depending on where you live, there are different ordnances for barking dogs. If it can be classified as noise pollution, the police or animal control will often at least issue a warning to the owners. Where I live, if a dog is continuously barking for a period of 30 minutes or more, it's a violation of the city ordnance, regardless of what time of day it is. I would say call the local police station and find out your rights and what the laws are. Also, the obvious move is to speak to your neighbor politely and calmly about it when you have a chance. Tell them that because of your work schedule, you need to be able to sleep at strange times of the day.

Perhaps you could type a letter to the people and put it in their letterbox anonymously suggesting they speak to someone about some enrichment for the dog as it might be barking out of boredom? It might also be anxious and stressed. It might be a bit obvious that it's you making the suggestion though... Do they know the dog barks like this for extended periods?

you should tell the owner of the dog of your problem. aparantly the dog have a problem otherwice he would not bark, you should be able to sleep in your own house without any disturbing. try to explain kindly to your neighbour that you cant sleep cus of the dog barking, and see how develops, if he is not taking messures, then what you can do is sound isolate your bedroom. or move to a better place.I doubt the police can do anything because he is entitled to have a barking dog on his own yard. if you bring it to court it will be expensive and bad feelings between you and neighbour.

First talk to the dog's owners. If that doesn't work, call Animal Control Agency. It doesn't matter what time of day it is ... a dog should not be allowed to bark so much that it disturbs the neighborhood. The owners are not being responsible or neighborly.
