What exactly are 'cram' schools? Are they supposed to be better than normal schools?

Coming from a different part of the world, when I was working to earn my California Life Insurance Agent License, I had to take a 200 hour class. This was required before one could take the Life Agent Test. So the school where I took the 200 hour class had what they called a "cram class." Without actually giving the answers, we were told which sections of the test we should study for before taking it. The class was six hours long. I know this isn't what you wanted but I did go to "cram class."
