    Now sure about power but water has to be at least 36". I imagine power does too.

    It actually depends on where it is buried. I believe standard code is 18 inches deep if installed in PVC. Otherwise, it's 24 inches.   If buried in a crop area, it's up to 48 inches deep. This may vary from state to state, though.
