If a sign on a restaurant said "No shoes, No shirt, No service" Does that mean no pants is ok?

It's a case of logic. What is worse? No shirt or no pants? They let you figure it out.

No I don't think so, they are taking for granted that you know "no pants" are not okay.

theyre assuming your wearing bottoms seeing that its illegal not to but not wearing shoes or a shirt isnt illegal, its just their personal requirements

No... no anything is bad in the general public. If you want to not wear clothing, do it at home or in the car. But be sure to put them back on when you go do something, like eat.

I'm pretty sure they figured that if someone is walking around in public with no pants, that person either would not care what the rules are anyway or would not be able to read the sign.
