Randomly chatting up girls in High School without looking weird is neigh on impossible. If you have a class with her, a bus stop next to her, both are in a club, or even a class with her friend - then you can do it.

Hate to be a debbie downer, but if you don't have another connection (mutual friend, class, etc) or way of knowing her (see her at a party?), you're out of luck. Now if you're stunningly handsome and the definition of suave, you could be able to pull anything off, but if not, it's extremely difficult. I speak from experience. If you don't have a way "in" other than seeing her in hallways, you should work on forming one.
