I think it's because the more silverware on the table, the more wealth they can show off without actually saying "Look how rich I am, I can afford to have a knife, spoon, and fork for every food I serve!"

They are there to help you remove the small bones from fish courses, such as in anchovies, kippers, salmon, etc. It would be more unsightly to pick such bones out of your mouth with your fingers or napkin.
