Probably just the tone and hue of the skin and the hair. What else could they base it off of, babies don't really have a personality different from anyone else. They are kids and they also adds to their cuteness factor.

Never heard that one, myself. Though Eurasians (or Amerasians) of all ages can be quite striking... and many are drop-dead gorgeous.
