Click Start -> Run and type "cmd" in the box that appears. That will open a window with a command prompt. Type "telnet <ip address>" For instance: telnet 24.128.32.65 That will open a telnet session with the computer at that IP address. If you want a client that is a little easier to use than Windows' native telnet client, try PuTTY: http://www.chiark.greenend.org.uk/~sgtatham/putty/
