People are concerned only about their wants and percieved needs, instead of thinking of the community good. A large dose of being considerate is needed by a large segment of the population, in my opinion.

Unfortunately, this is not a modern issue, as criminals have existed for a long, long time (for exanple, tomb robbers in ancient Egypt). However, it would appear as though the rift between the haves and the have-nots is widening, so maybe more people are willing to break the law to survive these days, with jobs being harder to find and keep. Also, the penalties for crime, if you are caught, are mainly no deterrent any longer - even the death sentence does not deter some criminals, according to a TV program I saw in England several years ago. And a lot of it probably boils down to greed and envy, and the easiest way to get what you want is to steal it. I agree, though - it's a sad indictment on what we assume to be the smartest species on earth and the top of the food chain.

Because genetically we are still ape-ish creatures designed for tree tops and caves. We all have wild blood. Civilization, society, morals, ethics, rules, restrictions, laws, etc., are all mere concepts that we think and choose to live by, they are not actual tangible physical things ... and some people disconnect from those concepts and they do not think that way, they can ignore things like laws and just do whatever. Then, of course, we need law enforcers, courts, & prisons.
